Simply put, Economic Security and Opportunities (ESO) seeks to help individuals overcome the economic, social, and policy barriers to achieving financial stability.
Women In Government’s ESO Policy Resource Center is dedicated to connecting state legislators to policy resources that support financial stability for low-income, working families, individuals, and youth.

This Resource Center is focused on action and aims to stimulate legislative interest in economic issues and encourages policymakers to sponsor and co-sponsor ESO legislation in their own states. The Resource Center shares in the Annie E. Casey Foundation’s approach to strengthening low-income families and isolated communities through asset-building, family economic support programs, and workforce development.
Women In Government’s partnership with the Annie E. Casey Foundation began in 2003 when we hosted our first Task Force titled Economic Empowerment for Low-Income and Working Families. Since then we have worked with the Foundation to ensure that economic issues were presented to women state legislators in diverse ways. The partnership between WIG and Annie E. Casey has been a fruitful one, producing quality newsletters, holding engaging conferences on pertinent economic issues, and promoting information that allows legislators to make sound policy designed to enhance the financial opportunities and knowledge of their constituents.
Women In Government's accomplishments in ESO related issues have included:
Hosting conference call seminars,
Increasing legislators’ knowledge of legislative action on ESO issues in other states,
Connecting state legislators with a local content area expert,
Disseminating policy resources,
Featuring ESO issues in our publications,
Re-convening the Task Force,
Highlighting ESO issues on our Regional Conference agendas, and
Developing close partnerships with other organizations to strengthen our message.
Women In Government has encouraged women state legislators to make ESO a priority in their states, and we have been successful in identifying numerous champions across the country.
